Florida Millage Rates by Taxing Authority: a 2025 data study
Of the 581 Florida county governments, cities
and independent special districts that set a 2025 operating
property-tax rate, 479 set it above the rolled-back
rate — and under Florida law that is a tax increase, which they
had to advertise as one. Only 93 actually raised their rate.
The rest kept or even cut it, but rising property values meant the same
rate still brought in more money.
The rolled-back rate is the millage that would raise the same
property-tax revenue as last year from the same properties, leaving out
new construction (Fla. Stat. §200.065). When values rise, the
rolled-back rate falls below last year's rate, so a government that
keeps its rate is collecting more. Florida's truth-in-millage law makes
any rate above rolled-back a "tax increase," which must be advertised
in those words before the final budget hearing. Every mill is $1 of
tax per $1,000 of taxable value, or $100 on $100,000.
What the numbers show
479 of 581 rates were tax increases.
That includes 57 of the 67 county
governments, 336 of 393 cities and
86 of 121
special-district levies.
Most of them didn't touch the rate.
322 kept their 2024 rate, and 301 of those were
still above rolled-back; another 91 cut the rate but not
all the way down to rolled-back. 93 raised the rate outright.
The largest jump was Bunnell. Its
2025 rate of 7.9300 mills was 2.2306
above its rolled-back rate of 5.6994 — about
$223 more on every $100,000 of taxable value than
the rolled-back rate would have charged.
158 needed an extraordinary
vote. A board can adopt a rate up to a majority-vote maximum
set by a state formula; going higher took a two-thirds vote
(143 did) and past that a unanimous vote or a referendum
(15 unanimous).

The biggest increases above the rolled-back rate
Ranked by how far the 2025 rate sits above the rolled-back rate,
in mills — the part of the tax that, by law, counts as an increase. The
last column puts it in dollars on $100,000 of taxable value; a home
taxed by the authority pays that on top of what the rolled-back rate
would have charged.

County governments
57 of the 67 county governments set a
rate above rolled-back (in Duval, the consolidated City of
Jacksonville). This is the county's own operating rate; a
county's full millage is higher once its voter-approved debt levies,
the school board's rate and the separate rates of its municipal service
taxing units and dependent districts are added. Each county name links
to that county's property-tax page.
County government operating rates, all 67 counties, in mills
Florida caps a city's operating rate at 10 mills, and the highest
are close to it: Marineland (Flagler) set
10.0000. A city's rate is charged on top of the county
rate, so homes inside city limits carry both.

Multi-county districts
The water management districts and a few other districts levy across
county lines; the South Florida Water Management District has four
separate levies, depending on where a property sits.

What this means for a homeowner
The TRIM notice that arrives in August lists every authority that
taxes the property, with last year's rate, this year's proposed rate
and the rolled-back rate side by side, plus the date and place of each
budget hearing. Those hearings are where the rates in this table were
set, and they are open to the public. The
TRIM notice guide walks
through each column, and the
tax lookup shows the
total rate for a specific address.
Methodology and sources
Data: the Florida Department of Revenue's
2025 Maximum Millage Levy
Calculation Compliance report, dated January 26, 2026, which lists each
county government, city and independent special district's 2024
rate, rolled-back rate, majority-vote maximum rate, adopted 2025
rate and the vote that rate required. It covers operating levies only:
school districts, voter-approved debt levies, and municipal service
taxing units and dependent districts are not in it. A blank vote means
the authority reported a majority vote. Figures are exactly as DOR
printed them. DOR lists its seven multi-county districts twice, once
among each county's districts and again on its multi-county page; this
study keeps them once, so it has 582 rows where DOR's summary
counts 589. County names are spelled as on this site's county pages
(DeSoto, St. Johns, St. Lucie). Duette Fire Rescue District (Manatee)
reported no 2025 rate, so it is listed but left out of the counts.
Parker (Bay) is marked as levying for less than five
years, so DOR shows no majority-vote maximum for it. Figures are
planning information from official data, never a tax bill or tax
advice; a parcel's TRIM notice and tax bill control.
