Indian River County property taxes

Indian River County — Vero Beach, Sebastian, Fellsmere and the barrier-island towns of the Treasure Coast — sits in the lower half of Florida's counties on average total millage. Its 2025 filing layers several countywide districts (an emergency services district, a hospital district, mosquito control and the Sebastian Inlet district) that not every area pays, so the same city can show more than one total.

The 2025 numbers

Indian River County's average total millage on the 2025 certified roll is 14.1659 mills — about $14.17 for every $1,000 of taxable value — the 51st-highest countywide average of Florida's 67 counties (how all 67 compare in the 2025 data study). It splits like this:

Levy groupMills What it funds
School district5.753 School board operating and debt levies — the portion the additional homestead exemption does not reduce
Non-school8.4129 County commission, municipal, water management, independent and special districts
Average total14.1659 Taxable-value-weighted countywide average, Florida DOR "Millage and Taxes Levied Report," 2025 roll

A countywide average is a planning number, not your bill: the parcel's own districts set its millage (the city table below shows the spread), and non-ad-valorem assessments (fire, solid waste, CDD) come on top. On the 2025 tax roll they came to about $49.1 million here — $515 per parcel, against $597 statewide (see the 2025 non-ad valorem study).

2025 rate decisions. The county commission set its 2025 operating rate at 3.5475 mills (2024: 3.5475), above its rolled-back rate of 3.3250, so under Florida law it was a tax increase. The 2025 millage study lists all 8 county, city and district operating rates in Indian River County on the state's report, and the vote each one took.

Totals in this table run from 11.8263 mills (Indian River Shores) to 18.4039 mills (Fellsmere): on $100,000 of taxable value, location alone moves the bill by about $658 a year.

Indian River parcels pay the county's 3.5475 general fund, 5.7530 for the school board, the St. Johns River Water Management District's 0.1793 and the Florida Inland Navigation District's 0.0270, and most also pay the emergency services district (2.3531), the hospital district (0.7450), mosquito control (0.2325), the land bond (0.0610) and the Sebastian Inlet district (0.1555). Vero Beach parcels fall outside the Sebastian Inlet district, Indian River Shores parcels outside the emergency services district, and some unincorporated areas outside the hospital and mosquito districts — which is why those rows show a range.

Flat fees on top of the millage

These are charged per home, not by value, so the same dollars land on a $200,000 house and a $900,000 one. Per single-family or mobile home on the 2025 bill:

AreaPer home a year What it covers
Unincorporated Indian River$381.80Solid-waste disposal $200.10 + garbage collection $181.70
Vero Beach, Sebastian, Fellsmere, Indian River Shores and Orchid$200.10Solid-waste disposal

Disposal is $125.06 per waste-generation unit and a house counts as 1.60 units (county assessments page); a mobile home in a park or an apartment counts as 1.20, about $150.07. Universal garbage collection began on the 2025 bill at $181.70 a dwelling in the unincorporated county (2025 non-ad-valorem notice) and rises to $183.92 for 2026. City garbage, street-lighting districts and CDDs aren’t covered here. The property-tax lookup adds them for a single-family house in these areas; mobile homes, condos, land and CDD charges can differ.

Trash pickup. In Indian River County, homes outside city limits get garbage service this way: county contract or franchise hauler (WM). Cities run their own service. Check the official page, or compare every county in the trash pickup study.

Fire and trash fees. On Indian River County's 2025 tax roll, there were no fire assessments and solid-waste assessments came to about $383 per parcel (statewide: $172). The 2025 fire and trash fee study compares all 67 counties. It also lists the yearly charge on a single-family home in Unincorporated Indian River.

Amendment 3 here. The state's Revenue Estimating Conference puts the cut to Indian River County's local governments at $91 million a year once Amendment 3 is fully in effect ($41 million in its first year), out of about $11.83 billion statewide. A homestead assessed at $300,000 would save about $1,671 a year here from 2028, at the county's average non-school rate. The Amendment 3 by county study shows what it would cut for every city and county government.

What that means in dollars

Engine-computed examples at Indian River County's average millage, using the school/non-school split above:

Scenario Estimated annual tax
$300,000 assessed value, homestead (both exemptions)≈ $3,673.43
$500,000 assessed value, homestead (both exemptions)≈ $6,506.61
$300,000 assessed value, no homestead (investment or second home) ≈ $4,249.77

Homestead rows apply only the $25,000 exemption (§196.031(1)(a)) and the additional exemption up to $26,411 on non-school levies (§196.031(1)(b), 2026 CPI-indexed). Other programs stack on top; the buyer estimator models all eleven.

Buying in Indian River County? The listing's bill is not your bill

USDA income limits in Indian River County

USDA's guaranteed home loan caps household income by county. In Indian River County the limit is $122,800 for households of 1 to 4 and $162,100 for 5 to 8, counting everyone who will live in the home after small deductions (USDA's income worksheet, October 2026). That is the $122,800 level most Florida counties share. The home also has to be in an eligible area: the USDA eligibility lookup checks an address and runs the income check. Other counties: all 67 USDA limits.

Where do I pay my Indian River County property tax bill?

Will buying a home reset my property taxes in Indian River County?

Yes — Florida assessed values reset to market value at sale (Fla. Stat. §193.155), so the seller's Save Our Homes cap ends at closing and your first full Indian River County bill is computed from what you paid, not what the seller paid. The gap is visible in this county's own numbers: the same $300,000 home computes to about $4,250 without homestead protections versus $3,673 with them. Non-homestead property carries its own separate 10 percent assessment cap (Fla. Stat. §193.1554), which also does not transfer.

Who pays for title insurance in Indian River County?

In Indian River County, local custom puts the owner's title-insurance premium on the seller's side of the closing statement, as in most Florida counties. It is custom, not law; the contract controls.

For a USDA guaranteed loan in Indian River County, household income must be under $122,800 for 1 to 4 people or $162,100 for 5 to 8, counting everyone who will live in the home after small deductions. The home must also be in a USDA eligible area; the USDA eligibility lookup checks both.
