Florida Closing Costs by County: 2024 vs 2025
The typical Florida buyer with a conventional purchase loan paid $1,500 in lender charges and $2,150 for third-party services in 2025, from federal mortgage data on 208,062 home purchases. Third-party services rose $82 from 2024, while the typical lender charge did not move. Among Florida's 37 busiest counties, the combined figure rose in every one of the 37, led by Nassau County (+$257).
This study compares the same two medians, computed the same way, for every Florida county with enough purchase loans in both years. Lender charges are what the lender itself charged to make the loan (origination and underwriting fees, without discount points, which buy a lower rate). Third-party services are the appraisal, credit report, settlement and title-agent fees, survey, and similar charges — everything else the buyer paid toward getting the loan, except the lender's title-insurance premium (set by Florida rule, so it depends only on the loan amount) and any FHA, VA, or USDA upfront fee. Recording fees, taxes, insurance, prepaid interest and escrow deposits are not loan costs and are not included.
What the numbers show
- Services drove the change. Across the 58 counties with at least 40 conventional purchases in both years, the third-party services median rose in 49 and fell in 9; in the median county it rose $84.
- Where it costs the most: Miami-Dade County had the highest combined conventional median in 2025, at about $4,777; Escambia County had the lowest, at about $3,042.
- VA buyers pay almost no lender charges. The VA lender-charge median was $1 in 2025, because VA rules limit what a veteran may be charged and Florida sellers commonly pay those costs; VA buyers' third-party services median was $2,158.

The biggest movers
Movers are ranked only among the 37 counties with at least 500 conventional purchase loans in both years, where a median is stable enough to compare. The combined change adds the change in the two medians.

What this means for a buyer
Lender charges vary more between lenders than between counties, so comparing Loan Estimates from more than one lender on the same day is where the savings are. Third-party services are partly shoppable: the title agent's settlement and search fees appear in Section C when the lender lets you choose your own provider. To see these typical figures applied to a specific home, with Florida's state-set title premium, transfer taxes and the county's property taxes, use the closing cost estimate, which uses the 2025 medians from this study as its defaults. The closing costs guide walks through every line.
Methodology and sources
Data: the public Home Mortgage Disclosure Act (HMDA) loan records for Florida, 2024 and 2025, from the FFIEC HMDA data browser. Scope: originated, first-lien, closed-end home purchase loans for an owner-occupied one-unit home, not for business purposes — 214,644 loans in 2024 and 208,062 in 2025 after exclusions. Lender charges are the reported origination charges less discount points. Third-party services are reported total loan costs less origination charges, less the program's upfront fee (FHA 1.75 percent; USDA 1 percent; VA by down payment), less the full lender's title premium under Florida's promulgated rate for that loan amount. Loans whose costs exceeded 15 percent of the loan, or whose services fell below the lender's premium (title paid by the seller, or priced at the simultaneous rate), were set aside as not comparable. Medians are reported only for cells with at least 40 loans in each year. Both years were computed by the same script, so differences reflect the data, not the method. These are borrower-paid amounts as reported on the Closing Disclosure; seller-paid costs and credits are not counted. Figures are planning information, not a Loan Estimate or an offer of credit.
