Hernando County property taxes
Hernando County — Spring Hill, Brooksville and Weeki Wachee on the Nature Coast north of Tampa — has one of the simplest rate structures in Florida: its 2025 filing lists one countywide rate for every parcel outside Brooksville, the only city with a millage of its own (Weeki Wachee has its own code on the filing but levies none). Spring Hill, where most residents live, is unincorporated, so its parcels pay that single rate.
The 2025 numbers
Hernando County's average total millage on the 2025 certified roll is 14.5695 mills — about $14.57 for every $1,000 of taxable value — the 46th-highest countywide average of Florida's 67 counties (how all 67 compare in the 2025 data study). It splits like this:
| Levy group | Mills | What it funds |
|---|---|---|
| School district | 6.265 | School board operating and debt levies — the portion the additional homestead exemption does not reduce |
| Non-school | 8.3045 | County commission, municipal, water management, independent and special districts |
| Average total | 14.5695 | Taxable-value-weighted countywide average, Florida DOR "Millage and Taxes Levied Report," 2025 roll |
A countywide average is a planning number, not your bill: the parcel's own districts set its millage (the city table below shows the spread), and non-ad-valorem assessments (fire, solid waste, CDD) come on top. On the 2025 tax roll they came to about $72.1 million here — $600 per parcel, against $597 statewide (see the 2025 non-ad valorem study).
2025 rate decisions. The county commission set its 2025 operating rate at 5.8891 mills (2024: 6.4497), below its rolled-back rate of 6.1660, so it was not a tax increase under Florida law. The 2025 millage study lists all 2 county, city and district operating rates in Hernando County on the state's report, and the vote each one took.
Brooksville, Spring Hill and Hernando County tax rates (2025)
Actual 2025 rates by city, from the Hernando County 2025 final millage rates, as filed with the Florida Department of Revenue.
| Area | City millage | Total millage | Tax per $100,000 taxable |
|---|---|---|---|
| Brooksville | 6.5000 | 20.7756 | $2,078 |
| Spring Hill, Weeki Wachee and unincorporated Hernando | none | 14.2756 | $1,428 |
Totals in this table run from 14.2756 mills (Spring Hill, Weeki Wachee and unincorporated Hernando) to 20.7756 mills (Brooksville): on $100,000 of taxable value, location alone moves the bill by about $650 a year.
Hernando's filing has just three tax codes. Every parcel pays the county's 5.8891 general fund, 0.8091 transportation and 0.1054 health levies, 6.2650 for the school board (including a voted 1.0000), the Southwest Florida Water Management District's 0.1831 and the countywide EMS (0.9100) and stormwater (0.1139) MSTUs — 14.2756 in all. Brooksville adds its own 6.5000.
Flat fees on top of the millage
These are charged per home, not by value, so the same dollars land on a $200,000 house and a $900,000 one. Per single-family or mobile home on the 2025 bill:
| Area | Per home a year | What it covers |
|---|---|---|
| Unincorporated Hernando | $460.42 | Fire-rescue $362.38 + solid-waste disposal $98.04 |
| Spring Hill universal-collection area | $677.79 | Fire-rescue $362.38 + solid-waste disposal $98.04 + garbage collection $217.37 |
| Brooksville | $454.04 | City fire $356 + solid-waste disposal $98.04 |
Fire-rescue is $337.02 a home plus a $25.36 base fee under Resolution 2025-120; the other amounts are from the county’s disposal and collection assessment pages and the 2025 certified roll. Brooksville still billed its own fire assessment in 2025; the county’s fire-rescue rate replaces it from the 2026 bill. The property-tax lookup reads each Hernando parcel’s own certified charges, street lighting and CDDs included, from the property appraiser’s records.
Trash pickup. In Hernando County, homes outside city limits get garbage service this way: county contract or franchise hauler (Coastal Waste & Recycling). Cities run their own service. Check the official page, or compare every county in the trash pickup study.
Fire and trash fees. On Hernando County's 2025 tax roll, fire assessments came to about $362 per parcel (statewide: $129) and solid-waste assessments came to about $72 per parcel (statewide: $172). The 2025 fire and trash fee study compares all 67 counties. It also lists the yearly charge on a single-family home in Unincorporated Hernando.
Amendment 3 here. The state's Revenue Estimating Conference puts the cut to Hernando County's local governments at $77 million a year once Amendment 3 is fully in effect ($38 million in its first year), out of about $11.83 billion statewide. A homestead assessed at $300,000 would save about $1,649 a year here from 2028, at the county's average non-school rate. The Amendment 3 by county study shows what it would cut for every city and county government.
What that means in dollars
Engine-computed examples at Hernando County's average millage, using the school/non-school split above:
| Scenario | Estimated annual tax |
|---|---|
| $300,000 assessed value, homestead (both exemptions) | ≈ $3,787.28 |
| $500,000 assessed value, homestead (both exemptions) | ≈ $6,701.18 |
| $300,000 assessed value, no homestead (investment or second home) | ≈ $4,370.85 |
Homestead rows apply only the $25,000 exemption (§196.031(1)(a)) and the additional exemption up to $26,411 on non-school levies (§196.031(1)(b), 2026 CPI-indexed). Other programs stack on top; the buyer estimator models all eleven.
Buying in Hernando County? The listing's bill is not your bill
At sale the assessment resets to market (§193.155), so your first Hernando County bill tracks your price, not the seller's (the reset question below has the county's gap in dollars). USDA income limits in Hernando County
USDA's guaranteed home loan caps household income by county. In Hernando County the limit is $131,900 for households of 1 to 4 and $174,150 for 5 to 8, counting everyone who will live in the home after small deductions (USDA's income worksheet, October 2026). That is above the $122,800 most Florida counties share, because the area's incomes run higher. The home also has to be in an eligible area: the USDA eligibility lookup checks an address and runs the income check. Other counties: all 67 USDA limits.

Quick answers
How much is property tax in Hernando County?
Hernando County's average total millage is about 14.57 mills — the 46th-highest of Florida's 67 counties. On a $300,000 assessed home that computes to roughly $3,787 a year with the homestead exemption, or about $4,371 without it.
Where do I pay my Hernando County property tax bill?
Hernando County property tax bills are issued and collected by the county Tax Collector (www.hernandocounty.us). The county Property Appraiser (hernandocountypa-florida.us) keeps the certified value record behind it; the property-tax lookup here finds both for any Hernando County address.
Will buying a home reset my property taxes in Hernando County?
Yes — Florida assessed values reset to market value at sale (Fla. Stat. §193.155), so the seller's Save Our Homes cap ends at closing and your first full Hernando County bill is computed from what you paid, not what the seller paid. The gap is visible in this county's own numbers: the same $300,000 home computes to about $4,371 without homestead protections versus $3,787 with them. Non-homestead property carries its own separate 10 percent assessment cap (Fla. Stat. §193.1554), which also does not transfer.
Who pays for title insurance in Hernando County?
In Hernando County, local custom puts the owner's title-insurance premium on the seller's side of the closing statement, as in most Florida counties. It is custom, not law; the contract controls.
What is the USDA income limit in Hernando County?
For a USDA guaranteed loan in Hernando County, household income must be under $131,900 for 1 to 4 people or $174,150 for 5 to 8, counting everyone who will live in the home after small deductions. The home must also be in a USDA eligible area; the USDA eligibility lookup checks both.
What is the property tax rate in Brooksville?
Brooksville's 2025 total property tax rate is 20.7756 mills, per Hernando County's 2025 final millage filing — about $2,078 for every $100,000 of taxable value. It includes the city's own 6.5000 mills; Spring Hill and the rest of the county total 14.2756.
