Jackson County property taxes
Jackson County — Marianna, Graceville, Sneads, Cottondale and the small towns along the Panhandle's Alabama and Georgia line — ranks in the lower third of Florida's counties on average total millage. Nine of its cities and towns levy their own rates, from Greenwood's 1.0000 mills to Cottondale's 4.5300; Bascom and Grand Ridge levy none.
The 2025 numbers
Jackson County's average total millage on the 2025 certified roll is 14.2637 mills — about $14.26 for every $1,000 of taxable value — the 50th-highest countywide average of Florida's 67 counties (how all 67 compare in the 2025 data study). It splits like this:
| Levy group | Mills | What it funds |
|---|---|---|
| School district | 5.368 | School board operating and debt levies — the portion the additional homestead exemption does not reduce |
| Non-school | 8.8957 | County commission, municipal, water management, independent and special districts |
| Average total | 14.2637 | Taxable-value-weighted countywide average, Florida DOR "Millage and Taxes Levied Report," 2025 roll |
A countywide average is a planning number, not your bill: the parcel's own districts set its millage (the city table below shows the spread), and non-ad-valorem assessments (fire, solid waste, CDD) come on top. Jackson County reported no non-ad-valorem assessments on its 2025 tax roll (statewide they averaged about $597 per parcel; see the 2025 non-ad valorem study).
2025 rate decisions. The county commission set its 2025 operating rate at 7.9450 mills (2024: 7.9450), above its rolled-back rate of 7.7982, so under Florida law it was a tax increase. The 2025 millage study lists all 10 county, city and district operating rates in Jackson County on the state's report, and the vote each one took.

| Area | City millage | Total millage | Tax per $100,000 taxable |
|---|---|---|---|
| Marianna | 3.9985 | 17.3322 | $1,733 |
| Graceville | 4.0000 | 17.3337 | $1,733 |
| Sneads | 4.3600 | 17.6937 | $1,769 |
| Cottondale | 4.5300 | 17.8637 | $1,786 |
| Jacob City | 4.4795 | 17.8132 | $1,781 |
| Campbellton | 2.9399 | 16.2736 | $1,627 |
| Alford | 1.5575 | 14.8912 | $1,489 |
| Malone | 1.5000 | 14.8337 | $1,483 |
| Greenwood | 1.0000 | 14.3337 | $1,433 |
| Unincorporated Jackson, Bascom and Grand Ridge | none | 13.3337 | $1,333 |
Totals in this table run from 13.3337 mills (Unincorporated Jackson, Bascom and Grand Ridge) to 17.8637 mills (Cottondale): on $100,000 of taxable value, location alone moves the bill by about $453 a year.
Every Jackson parcel pays the county's 7.9450 mills, 5.3680 for the school board (3.1200 required plus 2.2480 discretionary) and the Northwest Florida Water Management District's 0.0207 — 13.3337 in all. Each city adds its own rate on top; Bascom and Grand Ridge levy no city millage, so their parcels total the same as the unincorporated county.
Trash pickup. In Jackson County, homes outside city limits get garbage service this way: county contract or franchise hauler (Waste Pro). Cities run their own service. Check the official page, or compare every county in the trash pickup study.
Fire and trash fees. On Jackson County's 2025 tax roll, there were no fire or solid-waste assessments at all (statewide they averaged $129 and $172 per parcel). The 2025 fire and trash fee study compares all 67 counties.
Amendment 3 here. The state's Revenue Estimating Conference puts the cut to Jackson County's local governments at $4.7 million a year once Amendment 3 is fully in effect ($4.1 million in its first year), out of about $11.83 billion statewide. A homestead assessed at $300,000 would save about $1,767 a year here from 2028, at the county's average non-school rate. The Amendment 3 by county study shows what it would cut for every city and county government.

Buying in Jackson County? The listing's bill is not your bill
At sale the assessment resets to market (§193.155), so your first Jackson County bill tracks your price, not the seller's (the reset question below has the county's gap in dollars). USDA income limits in Jackson County
USDA's guaranteed home loan caps household income by county. In Jackson County the limit is $122,800 for households of 1 to 4 and $162,100 for 5 to 8, counting everyone who will live in the home after small deductions (USDA's income worksheet, October 2026). That is the $122,800 level most Florida counties share. The home also has to be in an eligible area: the USDA eligibility lookup checks an address and runs the income check. Other counties: all 67 USDA limits.

Quick answers
How much is property tax in Jackson County?
Jackson County's average total millage is about 14.26 mills — the 50th-highest of Florida's 67 counties. On a $300,000 assessed home that computes to roughly $3,688 a year with the homestead exemption, or about $4,279 without it.
Where do I pay my Jackson County property tax bill?
Jackson County property tax bills are issued and collected by the county Tax Collector (www.jacksoncountytaxcollector.com). The county Property Appraiser (www.qpublic.net) keeps the certified value record behind it; the property-tax lookup here finds both for any Jackson County address.
Will buying a home reset my property taxes in Jackson County?
Yes — Florida assessed values reset to market value at sale (Fla. Stat. §193.155), so the seller's Save Our Homes cap ends at closing and your first full Jackson County bill is computed from what you paid, not what the seller paid. The gap is visible in this county's own numbers: the same $300,000 home computes to about $4,279 without homestead protections versus $3,688 with them. Non-homestead property carries its own separate 10 percent assessment cap (Fla. Stat. §193.1554), which also does not transfer.
Who pays for title insurance in Jackson County?
In Jackson County, local custom puts the owner's title-insurance premium on the seller's side of the closing statement, as in most Florida counties. It is custom, not law; the contract controls.
What is the USDA income limit in Jackson County?
For a USDA guaranteed loan in Jackson County, household income must be under $122,800 for 1 to 4 people or $162,100 for 5 to 8, counting everyone who will live in the home after small deductions. The home must also be in a USDA eligible area; the USDA eligibility lookup checks both.
What is the property tax rate in Marianna?
Marianna's 2025 total property tax rate is 17.3322 mills, per Jackson County's 2025 final millage filing — about $1,733 for every $100,000 of taxable value. It includes the city's own 3.9985 mills; unincorporated Jackson totals 13.3337.
